Yes. Mr. Li holds active Professional Engineer licenses in seven states — Florida, Georgia, Maryland, North Carolina, South Carolina, Texas, and Wisconsin — enabling him to provide opinions and testify in matters across those jurisdictions.

Mr. Li has extensive hands-on experience with reinforced concrete, structural steel, masonry, wood framing, post-tensioned slabs, and pre-stressed concrete. His background covers the full range of materials common to residential, commercial, and industrial construction.

Yes. On-site structural inspection is a core component of his practice; he routinely performs field investigations to assess damage, document conditions, and develop repair recommendations. He has also conducted 40-year building recertification inspections, including post-repair compliance visits.

Mr. Li prepares detailed written reports identifying the cause, extent, and recommended remediation for structural defects, as well as repair plans and supporting documentation. His reports are grounded in field observations, engineering analysis, and applicable building code requirements.

Before joining Rimkus in 2019, Mr. Li accumulated nearly two decades of structural design and project management experience at firms including Kimley-Horn and Associates, United Engineering, Alex Kondrat and Associates, and Nodalco Engineering. This design-side foundation strengthens his ability to evaluate alleged defects and standard-of-care issues.
